Enthused by the positive response to ‘letter boxes’ introduced on three Railway Mail Service (RMS) coaches, the Karnataka Circle of India Post is planning to introduce them in other trains in the State.
Letters and postcards posted in these boxes can be delivered the next morning at specified locations, which otherwise takes at least two days.
The letter boxes are being reintroduced after a gap of over three decades, when it was discontinued in 1984.
At present, the boxes have been put on Rani Chennamma (Bengaluru-Kolhapur), Chennai Mail (Bengaluru-Chennai), Hubballi-Vijayawada, and Netravathi (Thiruvananthapuram-Mumbai LTT) trains. It would be extended to at least four more trains, including the Udyan Express.
Chief Postmaster General (Karnataka Circle) Charles Lobo re-introduced letter boxes on Rani Chennamma on February 13, a day before Valentine’s Day.
Mr. Lobo said the step was taken to encourage the waning letter-writing habit and to ensure speedy delivery of articles such as invitation and greeting cards.
Mr. Lobo told The Hindu that the postboxes were part and parcel of mail trains since 1854 where RMS staff working on board the trains used to sort the letters and arrange delivery. After the practice was discontinued in1984, dedicated RMS coaches were withdrawn and in their places India Post got either half a coach or a quarter of the coach. Since the speed of trains too increased, it was difficult to sort letters on board.
Mr. Lobo said letters would be delivered at limited destinations where RMS facility is working in railway stations, including Bengaluru, Hubballi-Dharwad and Belagavi for Rani Chennamma; Bengaluru and Chennai for Chennai Mail; Mangaluru and Goa for Netravathi Express; Hubballi-Dharwad and Bagalkot for Vijayawada passenger train, among others.
The consigner has to visit the station to post the articles in the letter boxes on the specified trains and the system helps in cases of urgent deliveries, he said.
Extension of the facility to trains with non-RMS coaches would depend upon the response from the Railways.

Sub: Counting full service of Temporary causal labourers for pensionary and retirement benefits in Railways-reg.
The Staff Side had discussed its demand for counting fulI service of temporary status of casual labourers for pensionary and retirement benefits at the level of Railway Ministry. Consequently, the Railway Ministry had agreed and accordingly proposal was sent to the Ministry of Finance and DoP&T seeking clearance. Unfortunately, the MoF/DoP&T have not accorded approval:-
In this connection, the Staff Side brings following key points for consideration.
(a) The Casual Labourers in Railways had attained temporary status on completion of prescribed days of continuous working and got the benefits admissible to temporary Railway/Government employees such as regular Pay Scale, Medical facility etc.,
(b) The Railway Administrations have however taken abnormally long periods to absorb them as regular staff although regular posts were vacant.
(c) The status of casual labourers in railways after acquiring temporary status (termed as Temporary employee) is exactly similar to the substitutes in whose case, the total service from the date of attainment of temporary status is counted for reckoning qualifying service for pensionary benefits.
(d) Various CATs, High Courts and even the Apex Court have given decisions against the differential treatment between the casual labour and substitutes particularly when both attained temporary status and directed to treat them at par so far as reckoning the service from the date of temporary status till the date of regularization for pensionary benefits etc.,
(e) The SLPs filed by the Union of India before the Apex Court in a few cases of casual labourers were dismissed and the Hon’ble Supreme Court had directed the Union of India to calculate Pension and other retiral benefits payable to the retiring/retired employees, taking into account the 100% temporary status service.
The Staff Side, therefore, requests to consider the above valid points and accord approval for counting total temporary status service of Casual Labourers for pensionary benefits in Railways.
Sub: Modified Assured Career Progression Scheme (MACPS) for the Central Government Employees – Arbitrary revision of benchmark from “Good” to “Very Good”-reg.
The Staff Side brings to the notice of the Government that after introduction of the Modified Assured Career Progression Scheme (MACPS) w.e.f. 01st June 2009, the JCM (Staff Side) took up the issue relating to the benchmark laid down for granting financial upgradation under the schemd at the level of DoP&T and discussed in the Joint Committee Meetings and National Advisory Committee Meetings held on 17/0712012 ad 2710712012, urging to reconsider the benchmark concept taking into consideration the norms laid down for promotion of staff. After discussions, the DoP&T vide O.M. No. 35034/3/2008-Estt. (D) (Vol. II) dated 1st November 2010 & 4th October 2012 had issued instructions that the benchmark maintained for filling the vacancy through promotion by selection/non-selection/fitness be adopted for granting financial upgradation.
The Staff Side however, expresses its disappointment over the decision (Resolution No.1-2/2016-IC dated 25th July 2016) of the Ministry of Finance (Department of Expenditure) introducing the benchmark “Very Good” for granting financial upgradation. The Government could have taken into consideration the bilateral agreement reached with the JCM (Staff Side) and the decision communicated vide DoP&T O.M. dated lst November 2010 and 4th October 2012 for continuance of the standard prescribed already for granting MACP. Ignoring the said decision and introducing the benchmark concept of “Very Good” is an unjustified action when bilateral agreement had already been reached with the JCM (Staff Side).
The Staff Side therefore urges to review for cancellation of upgraded bench mark decision.

Sub: Revision of rates of subscription under Central Government Health Scheme due to revision of pay and allowances of Central Government employees and revision of pension/ family pension on account of implementation of recommendations of the Seventh Central Pay Commission- clarification reg.
Attention is drawn to this Ministry’s OM of even No. dated 9th January, 2017, on the subject mentioned above.
2. This Ministry has been receiving several representations w.r.t applicability of CGHS rates to pensioners superannuating on 31.1.2017..
The matter has been examined in this Ministry and it has been clarified that “employees, who had superannuated on 31/1/2017 may be allowed to apply for CGHS pensioner card by paying the subscription at the prevalent rates applicable as on 31/1/2017 vide OM No.S.No.S.11011/2/2008-CGHS(P) dated 20.5.2009 till 15th March 2017“.
3. This issues with the approval of the Competent Authority.

MYTHS AND FACTS OF CADRE RESTRUCTURE REGARDING GROUP C EMPLOYEES
Yesterday, Group C - Cadre restructure posts were identified at Tamilnadu Circle and newly identified LSG/HSG II/HSG I offices lists are released as per the cadre restructure order of the directorate dated 27.05.2016.
Many people are still in confusion about cadre restructure and some of the officials are misleading them too.
Many myths are wandering each and every corner of the postal circles. So to get full stop for those Myths, this article was published to create awareness among the Group C employees.
Myth 1:
MACP 1 officials will be posted at newly identified LSG offices(B class and C class offices).
MACP 2 officials will be posted at newly identified HSG-II offices(A class and norm based LSG offices).
MACP 3 officials will be posted at newly identified HSG - I offices(Previous HSG-II and HSG-I offices).
Fact:
NO. NOT AT ALL.
Para 'F' of the Postal directorate cadre restructure order insists that "The vacancies arising out of the restructuring will be filled up only from the amongst the official who fulfill the eligibility criteria laid down in the recruitment rules for the post."
So, to fill-up in the newly identified posts, they have to fulfill all the eligibility service conditions, laid down in the recruitment rules.
For example
For newly identified LSG posts: 5 years of PA service should be completed.
For newly identified HSG-II posts: 6 years of LSG service should be completed.
For newly identified HSG-I posts: 5 years of HSG-II service should be completed.
So initially PAs will be called willingness to post at LSG posts as per the circle gradation lists and initially LSG posts only will be filled. Most of the newly identified HSG II/HSG I posts will be vacant only even after implementing this cadre restructure at various circles if eligibility service conditions are not relaxed by the postal directorate.
Myth 2:
Could we decline the LSG promotion, while we sought the willingness by circulating the PA circle gradation list?
Fact:
YES. Employees can decline the promotions offered by cadre restructure. But if the employees declined the promotions, then they will not get any further financial benefits under MACP scheme till getting the promotions.
However there would be no loss if the MACP III officials are declined the promotion since they have already obtained the maximum financial upgradation as per the present MACP norms.
Myth 3:
Will it be any dislocation from the working office because of the cadre restructure? Will they be posted beyond their working divisions?
Fact :
May be. Those who are accepting the LSG promotions fresh, by the virtue of cadre restructure, then they may or may not be posted within their working division. It is pertinent to mention here that LSG/HSG II/HSG I cadres are circle cadres. However all the possible opportunities will be given to accommodate them within their working division.
Those who are working already in the newly identified LSG posts as PA, they may also be disturbed and posted some other offices. For example now treasurer posts are identified as LSG posts. So the officials working in treasurer post as PA will be disturbed and posted at some other places.
Myth 4:
What would be the financial benefits after cadre restructure?
Fact:
Literally No financial benefit from the cadre restructure to the Group -C employees.
There are ample number of MACP employees available who already got Rs.4600/Rs.4200 grade pay. They will be filled after following due LSG/HSG recruitment rules procedures.
In future also, though service conditions are relaxed to fill-up the remaining HSG-II/HSG I posts, there would NOT be a financial benefit, if MACP 2 and 3 officials are filled up in the newly identified posts.
Myth 5:
Should RT be completed first or cadre restructure?
Fact:
It is advisable to complete the cadre restructure first.
B class/C class SPM posts may be in the purview of RT. Before cadre restructure those posts are PA cadre. If RT is completed first and those were filled by the PA cadre from the RT due officials, then after cadre restructure those B/C class posts are identified for LSG cadre. So those posts should only be filled up by the LSG officials as per the PA Circle gradation list. So if RT completed first by the PA cadre, then immediate disturbance will arise.
Myth 6:
What is the benefit of Cadre restructure?
Fact :
Till then Group C employees can get only 3 financial upgradations under MACP. They can get the grade pay upto Rs.4600/-. But now the virtue of cadre restructure, new HSG-I(NFG) posts are created for those completed 2 years service in HSG-I cadre. So Group-C employees can reach the Grade pay level Rs.4800 in future.
Myth 7:
After Cadre restructure newly identified LSG officials will do only supervisory work.
Fact:
NO. If they are posted at Treasurer posts (now identified as LSG) they have to do treasurer work. If that treasurer post is allotted with some other branches on interest of service then they have to do look after those branches also.
If LSG promoted officials are posted at B/C class SPM posts then they have to do all the operative and supervisory work already allotted to that SPM posts as per the MDW.
If LSG promoted officials are posted at B/C class SPM posts then they have to do all the operative and supervisory work already allotted to that SPM posts as per the MDW.
Myth 8.
Cadre restructure is only to Group C employees of postal wing. What about other cadres like Postmaster / RMS/ SBCO
Fact:
NO. After implementing the cadre restructure at Group C cadre of Postal wing, Postmaster Cadre, RMS and SBCO wing cadre restructure will be done one by one as per the bilateral agreement between staff side and department.

Very soon, one would be able to transact - send and receive money - only on the basis of the Aadhaar number irrespective of the fact whether it is linked to a bank account or not.
Currently, over 112 crore Indians who have an Aadhaar number till now .
IndiaPost CEO AP Singh told ET that currently Aadhaar is not a payment address in itself since it is dependent on the bank account, but India Post's payment bank, which plans to start operations from September this year, will change that.
“We will be bringing out a solution to make Aadhaar a payment address with or without a bank account. That means that crores of people who have an Aadhaar should be able to receive payment from any source,“ ET quoted Sing.
Singh is also the founding team of Aadhaar as the deputy director general of Unique Identification Authority of India (UIDAI) said that the team worked very hard to make Aadhaar a payment address, which means that anyone could be able to receive money against an Aadhaar number whether they have a bank account linked or not.
Currently around 40 crore bank accounts in the country are linked with Aadhaar and around 2 crore people are linking their accounts with the unique number every month.

Railways, Postal Department Join Hands In Parcel Business
The Indian Railways and the Department of Posts on Monday entered into a partnership for facilitating parcel services utilising the space in the guard's compartment on selected trains, said an official.
The arrangement will help both the postal department and private players transport their parcels, according to an official press release.
"Parcel is the fastest moving freight business of the Indian Railways. Through this new Business Parcel Policy, not only India Post but any private player can also book space in trains for movement of their parcel," said Railway Minister Suresh Prabhu while launching the scheme here.
Before rolling out this scheme on an all India basis, a test-run of the scheme was carried out on the Howrah-Dibrugarh Kamrup Express and Hyderabad-Nizamuddin Deccan Express.
"After the success of the test, today this scheme is being rolled out at all India level," he added.
As of now, the railways and the Department of Posts have selected five trains for this scheme.
