NOTIFICATION  
New Delhi, the 15th March, 2017 
 
G.S.R. 251(E).—In exercise of the powers conferred by the proviso to article 309 read with clause(5) of article 148 of the Constitution and after consultation with the Comptroller and Auditor General of India in relation to the persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules further to amend the Central Civil Services (Leave) Rules, 1972, namely:- 
 
    1.    (1) These rules may be called the Central Civil Services (Leave) Amendment        Rules, 2017.
         (2) They shall come into force on the date of their publication in the Official Gazette. 
 
   2.     In the Central Civil Services (Leave) Rules, 1972, for rule 48, the following rule   shall be substituted, namely:- 
 
"48, Special Leave connected to inquiry of sexual harassment -Leave upto a period of 90 days may begranted to an aggrieved female Government Servant on the recommendation of the Internal Committee or theLocal Committee, as the case may be, during the pendency of inquiry under the Sexual Harassment ofWomen at Workplace (Prevention, Prohibition and Redressal) Act, 2013 and the leave granted to theaggrieved female Government Servant under this rule shall not be debited against the leave account".

REVISION OF PENSION OF AUTONOMOUS BODY PENSIONERS --- FINANCE MINISTRY'S STAND

Regarding Revision of Pension of Autonomous body Pensioners , Finance Ministry has clarified as follows ---

Central Government does not issue any instructions regarding implementation of recommendations of the Central Pay Commission PERTAINING TO PENSION IN RESPECT OF EMPLOYEES OF AUTONOMOUS BODIES. In view of this , NO ORDERS REGARDING IMPLEMENTATION OF RECOMMENDATIONS OF 7th CPC IN RESPECT OF EMPLOYEES OF AUTONOMOUS BODIES IN THE MATTER OF PENSION ARE TO BE ISSUED BY FINANCE MINISTRY. The appropriate decision is to be taken by the concerned Autonomous Body in consultation with the concerned Administrative Ministry in keeping with the practice on the previous occasions and also in the light of the Rules and Regulations/Bye-laws governing the service conditions of respective Autonomous Bodies.

Any candidate will be allowed to register only one time in the portal.

With this registration number he may apply to any of the circles or any number of optional posts.

Candidate can opt any five choice of posts with preference of priority from the Circle / Circles applied.

Required documents should be uploaded in the permitted file sizes.

Age : Between 18 & 40 ( as on the last date of submission)
           Relaxation for  OBC        = 03 years
                                     SC / ST   =  05 years
                                     PH           =  10 years
Qualification : 10th Standard from approved State Boards

Computer knowledge : required basic computer training certificate for 60 days

Residence : Selected candidates should seek residence in BO village with in one month after selection.
Adequate means of livelihood : an undertaking should be given after selection.

Security : for BPM Rs.25,000-
                  other GDS : Rs.10,000-
in the form of Fidelity Guarantee Bond or NSC Certificate

Past experience or service will not be considered for selection.

Cycling knowledge is a pre-requisite condition for out door posts.

Fee payment : OC / OBC Male candidates should pay a fee of Rs.100- (one hundred only) at any Head Post Office by informing the registration number.

SC/ ST &  all Female candidates are exempted from payment of application fee.




CADRE RESTRUCTURING OF POSTAL GROUP ‘C’ - Detailed suggestions of NFPE & FNPO submitted to Secretary, Department of Posts.

          Today (17.03.2017) Com. R. N. Parashar, Secretary General, NFPE and Com. M. Krishnan, Secretary General, Confederation & Ex-Secretary General, NFPE & Shri. D. Theagarajan, Secretary General, FNPO met Shri B. V. Sudhakar Secretary, Department of Posts and submitted a detailed letter explaining the issues arising out of implementation of Cadre Restructuring proposals of Postal Group ‘C’ with the suggestions of the staff side to mitigate the grievances of the staff and held discussion with him. 

The Staff side requested the Secretary, Department of Posts to keep the implementation of Cadre Restructuring proposal in abeyance till the issues raised by the staff side are sorted out amicably. Secretary (Posts) assured positive consideration. 

As Secretary (Posts) was busy today, detailed discussions will be held later.

Payment of Wages by cheque or crediting to bank accounts
The present wage limit for applicability of the provisions of the Payment of Wages Act, 1936 is Rs. 18,000/- per month. The Act has been amended by Payment of Wages (Amendment) Act, 2017 (effective from 28.12.2016) to enable the employers to pay wages to their employees by (a) cash or (b) cheque or (c) crediting to their bank account. The amendment in the Act also enables the appropriate Government to specify the industrial or other establishment, by notification in the Official Gazette, which shall pay to every person employed in such industrial or other establishment, the wages only by cheque or by crediting in his bank account. 

This information was given by Shri BandaruDattatreya, the Minister of State (IC) for Labour and Employment,in written reply to a question in Lok Sabha.
